1 Calendar setup

One calendar per building, grade span and program type. Hours are decimal hours to four places (6 hours 15 minutes is 6.2500). The minimums come from 171.031.1, RSMo and fill in when you pick the program.

Enter the building number for which the calendar pertains to. Example: 4020.
Enter the grade span for which the calendar applies to. Example: K-5.
Select either full day or half day program.
Minimum required hours in session per 171.031.1, RSMo.
Minimum required planned make-up hours per 171.031.1, RSMo.
Decimal hours, four places. Shown on Core Data Screen 10; it does not change any result.
Same as the minimum planned calendar; blank until a program is selected.
Hours above the -hour minimum that the LEA will attend with or without weather cancellations.
The hours the LEA plans to attend if no school were canceled for any reason: the base calendar plus the built in hours.
Additional hours the LEA will attend if the need arises. Used only on Core Data Screen 10; not in the compliance math.

*Hours will be attended with or without having to make-up for weather.
** Additional hours the LEA will attended, only if the need arises due to having to cancel school for weather.

Standard day length, as the Core Data/MOSIS Manual defines it

Standard day length is defined in the Core Data/MOSIS Manual as "Total number of hours between the starting time of the first class and the dismissal time of the last class, minus the time allowed for lunch and one passing time, and minus Channel One time, reported as a decimal equivalent, i.e., six hours and 15 minutes is reported as 6.2500 hours. Passing time and recess time supervised by certificated staff are included. Standard day length is reported out to four decimal places. See Exhibit 24A on how to determine the length of the school day."

2 AMI Hours (Enter Date) - Maximum 36

Enter the date the LEA used its Alternative Methods of Instruction (AMI) plan and the hours used. Per 171.033, RSMo., the maximum is 36. An AMI day counts as a day school was in session. Hours above the maximum belong in Inclement Weather Hours below, or a day's standard length must be adjusted.

Attendance on an AMI day (DESE Instructions)

When an AMI day is implemented the day is considered a day school was in session. Attendance hours can only be claimed for classes in which students completed the prescribed lessons in the time frame and manner that was approved within the AMI plan. Students who do not complete the lessons in the timeframe and manner approved within the AMI plan must be marked absent.

The net change to calendar hours from AMI days; negative when AMI days ran shorter than the planned day.
Positive is room left; negative is over the limit. Zero when no AMI was used.

3 Inclement Weather Hours (Enter Date)

Inclement weather is defined in 171.033, RSMo. as ice, snow, extreme cold, excessive heat, flooding or a tornado. Hours canceled for any other reason go under Other Hours Missed. Make-up hours can include built in hours the board approved to meet weather make-up requirements; mark each row Yes if the hours were built into the planned calendar and would have been attended anyway, No if they were added to it.

Under 171.033, RSMo. no weather hours are forgiven up to ; % of the hours from to are forgiven; and every hour beyond is forgiven. No more than hours must be made up. The calendar must still meet the 171.031 minimum less the forgiven hours.

Can include built-in make-up hours; documentation must be in place noting them as inclement weather make-up hours.
Total Planned Calendar + AMI adjustment − weather hours missed − other hours missed + additional (No) make-up hours.
The 171.031 minimum less weather hours forgiven. A program left at "Select One:" uses the full-day figure.
Negative when total hours are below the minimum; zero otherwise.
Where these rules come from, and the workbook cells behind each result

Minimum hours in session and the minimum planned make-up hours: section 171.031.1, RSMo. Alternative methods of instruction (36-hour maximum), the definition of inclement weather, the forgiveness of weather hours and the 60-hour make-up cap: section 171.033, RSMo. Built in hours count toward weather make-up only if the LEA's board has approved them for that purpose and the documentation is in place.

The verdict follows the workbook: "No" when make-up hours are still required or the calendar is below the minimum; otherwise "Yes". An AMI total above the maximum does not change the verdict; it shows its own warning.

8 Quick check, all buildings

The DESE Short Version: one row per building, with just the weather total. It gives the hours forgiven, the hours required to be made up and the lowest total calendar hours a building can end the year with. It uses the same forgiveness rules and statute values as above. Any planned hours over the minimum can be used for weather make-up.

† Planned Calendar Hours is the DESE column "Planned Calendar Hours (Excludes any Planned Weather Make-up Hours)".

* Weather make-up hours can be built into the planned actual calendar. Minimum Weather Make-up Shown follows the workbook formula: when Actual Calendar is above the floor it is Actual Calendar − floor − Required to be Made Up; otherwise it shows Required to be Made Up. The DESE file's first row shows this figure without a sign (ABS); the other rows and this tool keep the sign. Program and Status are added to the workbook's columns; Actual Calendar is editable here (locked in the DESE file). A building is marked "Meets minimum" only when Actual Calendar reaches the floor and the figure is not negative (no required make-up left), the same test the full calculator applies.

9 Statute values

These are the figures in the DESE workbooks last modified February 7, 2025 (2024-25 and later). Change one only if the statute or DESE guidance changes; every result above and in the quick check follows them.
